yes, that is true. a few operators in latin america change unlock code of devices, in other cases like with refurbrished phones it also happens. for those models with changed nck from htc server, yours it is the best solution because it is safer than testpoint and qualcomm sdcard method (done by other tool).
i cant speak of other regions cause those kinds of phones are not that common in my area (carriers here dont like htc very much).
for those specific models that carriers change code, its a cheap and safer solution.
here is another free solution but for only htc models compatible, problem is that s-off is required and it is limited around 5 unlocks per email address.
