You need the chip; the video is probably the old SAM trick that was patched by Apple 2 years ago.
You need USSD: Open Cydia, make sure commcenter patch is installed, if not add source repo apt.chinasnow and then install it, install iFile, go into iFile, go to /var/mobile/Library/Carrier Default.Bundle, click on carrier.plist, Property List Viewer, turn on SupportsSupplementaryServicesOver3GPP, and restart. Sometimes, you need to add that boolean string to the bundle that you're using(Carrier Bundle.bundle instead).
