I've had this problem a month ago, I solved myself,maybe it can solve your problem too.
if you look careful to below phone screen on HBOOT, you see "SD CARD NOT FOUND"
my solution:
When you connect xtc 2 clip to PC, a pop up open by Windows, 2 option
1-SCAN AND FİX
2-continue without scanning
You must choose first option scan and fix.
After that you will se a new pop up. it must be ticked firsth option and Enter START.
After all done, put XTC 2 CLiP sd flex into Phone sd slot.
now phone will dedect and find sd card. You can do your job
