Few days ago i face this problem. when i make new apple id for assistance,contact itunes Support showing massage.

I try many way with vpn but no result. then i did it in a iphone!

in the phone apple id procedure no getting any error. Also in the pc procedure when u get that problem then try to create apple id a different password.

password like: Champion@13322

like this password i fixed it also. but exactly i dont know that problem come from where?.

i think this error mass comes from "one password" you create many apple id.

but i am not sure!!
