check it on swappa and checkesnfree , no black listed, no unpaid service, ready for activation.

But when i try to unlock it, get message from ATT:

Thank you for contacting AT&T about unlocking your mobile device.

Because of certain AT&Tguidelines, we were not able to unlock your device.

Please help me if you can
