Your phone didn't answer to software unlock command.
Try to do the following:
1. Make Factory data reset.
2. Repeat the unlock operation.
If the problem with unlock is the same, re-flash the phone with another firmware and repeat the Unlock operation again.
Note: repeating of the Unlock operation with the same device doesn't require additional credits.
