| This problem comes because of your ip adress.
apple dont allow anyone to make so many apple id's so they block ip.
but there are allot small fixes and one of which surely work.
1: restart pc
2: restart modem
3: use phone
4: use other password
5: change country/region
6: change city or postal code
7: use vpn
8: there is also another fix when you are done with complete procedure just wait 2-3 minutes before you hit Create Apple id button,This works for me all the time :P
9: hit create id button 3-4 time even if u get error.
