Please stop repeating about Scatter file name.
Both MT6582 and MT8382 are virtually identical cpu's with very small differences.
Scatter file could be named "stupid_lenovo_tablet.txt" and would still work,
because cpu and partition layout is inside that file.

And again - scatter file name has nothing to do with fact,
that your tablet stops flashing at 21%.
To me, it looks like eMMC (Flash Memory) chip is defective,
and that defect probably cant be solved by flashing.
So, try same process on different PC (Preferrably under Win7),
re-check drivers, cables, usb port(s), and if it still stops at same place,
(or different place), it's probably what I mentioned before - hardware error.
