I have an iphone 7 plus with following policy
Activation Policy Description: S2388 US Loaner &amp Service Picker policy - iPhone 7/8/X - Eureka IMEI: 353820085915365 Applied Activation Policy ID: 2388 Part Description: iPhone 7 Plus Applied Activation Policy Description: S2388 US Loaner &amp Service Picker policy - iPhone 7/8/X - Eureka Product Version: 11.2.1 Next Tether Policy ID: 2388 Last Restore Date: Next Tether Activation Policy Description: S2388 US Loaner &amp Service Picker policy - iPhone 7/8/X - Eureka Bluetooth MAC Address: First Unbrick Date: 09/04/17 Last Unbrick Date: Unbricked: Unlocked: false Unlock Date:

It doesnt complain about invalid SIM, but rather just dont activate. On boot screen it ask to choose US Carrier but im outside of US and choosing any of it just bring phone back to choosing carrier without any kind of error.
I even have gevey AIO6 and tried with a V1 when there was a working ICCID - still same behaviour, wasnt able to activate.

What is this policy and is there a way to unlock or at least use phone with it outside of US ?
