Dear ARD,
In my opinion, there are two variants to solve problem:
1) Restore firmware of my dongle (I can send serial number by pm to supporter)
2) Refresh correct settings/restrictions for dongle with my SN in profile on your server
All other recommendations has no sense - another (my friend`s) MRT dongle works fully correct on this PC (MRT 2.39, Win7p64, no antivirus, no firewall)
