This is wrong, never reball an IC without being certain 100% that it is at fault.
If the modem firmware isn't appearing, nor the IMEI then your first step is to check voltage rails produced by BB_PMU, check the 4 coils next to the Baseband... PP_VSW_S1, S2, S3 and S4. it's more than likely that one of those does not have voltage required.
