Huawe SCL-L01 emergency calls only Please

Mobile come with emergency calls when i install any sim
but this mobile from another country

My Question is
its this country lock problam our HW probalm

Mobile is not asking unlock code

Please some one help me.

baseband is k
imei is also k.
