What's shame? It says security is not supported, it's normal for most of the dongles after Oreo update of most of the devices. You are trying to unlock via fastboot, couldn't do. It is not consuming any credit. What are you blaming for?
If fastboot fails, check your model among TP unlock and if it is there, unlock via Testpoint
