Sometimes if the master password starts with a 0 (zero), there's a 33% chance password it may not work... I just checked and I believe this is NOT your case.
Use NATO phonetic guide under password, then after typing 16-character password do the CTRL-ENTER-ENTER. (Use a QWERTY keyboard)
If password still does not work, then you may only have Setup/Admin password set, meaning that System password is not set... you will have to set the System password using Dell CCTK utility and then you can use the master password at System Password prompt (This computer system: #xxxxxxx-1F5A, is protected by a password authentication system...)
