After I try to read bootloader unlock code, but I got an error:

Device must be repaired before this operation!
Then I repaired model to FIG-L31, vendor: hw, country : eu, and then I already read the bootloader unlock code. It is already different than it was:
Bootloader code 4628758773944709
But when I try to relock bootloader with this code, I got the same error:
