I have ipad Air 2 Wi-Fi only locked to icloud

I wrote serial + wi-fi and bt mac address

After 2 days the client got it back, he made reset on it. This happens because resellers sell the serials many times

The device got error unable to activate

I wrote new serials and macc addresses, flashed from DFU, but it is the same

I wrote like 10 complects of serials for A8X but always the same error
