when the team sells boxes from the factory for sale, then all boxes are sold:
1) either with a smart-card
2) or without a card with logs for activation as many activations are added to each seller as the number of sold boxes.

all merchants have access to the activation server. all sellers activate the cards after the user receives the package with EasyJTAG box.
this gives protection against fraud when selling, for example, on aliexpress, when users are deceiving that they did not receive the package.

if your seller bought boxes not at the factory, but from another seller - let him demand activation from his seller.
