Posible phone was "unlocked" using nvram from other brand or phone have another problem.
Now many "unlockers" do this, breaking the phones after this opperation.

Inside atached arhive you will find 2 backups from same model but locked, you can unlock it after.
If this will not help, try to reflash this phone, including nvram.
In case of simlock type 3, you can write even factory nvram without problem, not need to carry about nvram like in case of simlock type 4.

If even this not help, you must perform hardware repair.
