Yes your correct, if you experience slight problems from unlocking with USB-Smart or with Cruiser, or for some un for seen reason it starts with a White LCD, try the above in quoted text, this seems to help and fixes some of the problems, if the problem is in the firmware then it wont fix it, but if its in sim lock area of memory - then maybe it will.
Just a hunch - but we do this sometimes and it repairs them.
However - we still need all the other files fixing, in the UK we use EU1 for a lot of phones in SEMC market, especially when decustomising.
