Yes, it's safe to remove Blazer. I don't know about putting Xiino in ROM, I've never tried; you can always give it a shot. No worries, as you can always reflash the ROM if it doesn't work; that's the beauty of grack's ROMtool

Oh and let me warn everyone:
DON'T put PDB's in ROM unless you know they are read-only (such as a ZLauncher skin)! If you do, the OS won't be able to write to them and you'll have some major problems with apps crashing and functioning improperly.
