Oh, I forgot to say that here there is not a specific legislation about unlocking, but it is used analogy for this subjetc.

And IMEI changing is illegal, because is illegal to change the serial number of any product without the consent of the manufacturer or an authorization of the manufacturer or the administrative authorities.
