| just solved a 7650 with this problem after 3 days trying all sorts of flashes and resets usign griffin 1.99.

First i flashed it with china flash, then with europe flash and at last it did the factory setting ok. I noticed that if factory setting is not ok AFTER the PPM flashing has been done then it will remain the same.
