2. do format sys procedure
3. flash again with your lastest fw.
sometime this method work for me. Phone cant go on normal mode or local mode.its not posible to read pm.

Erase the phone
Full flash it with newest version
Restore RPL, PM backup afterwards
Lets hope this will do the trick... If you just have RPL backup, then you can always just flash a good modified PM to the unit
