Your 3110 is DCT2, Koci as far as I know never made a program for DCT2 and Dejan has a program that works fine with this phone.

Download this, make Mbus cable and try to use the program to unlock the phone, can be difficult because you have reached 5 attempts.
With USPU or Szamol (old programs) you should be able to modify the E2P.
