yes a did, a few months ago. I followed the instructions from the pdf uploaded by cheegii.
I found I could only download about 5 times. then I had to register again (with a new ID) to get 5 more goes.

I don't think you need to pay. If you add some useful posts in this forum you get awarded some "coins" or credit it seems.

I think cheegii is an admin on the forum (he awards coins). he may be able to help out.
