Man the way you say its impossible to be software issue no way, try what i say to you put that phone imei in a DCT3 phone and try with a TMN card and you will see if its blacklisted or not very easy. i bet its a blacklisted imei and not software issue.

2nd option-
And if he really is the real owner its simple tell him to go to TMN and ask them wy the dam phone cant get network
