about your situation - my suggestions
1. contact with any big volume semc service center, you can hope for price 4-7$ per phone. of course, you can meet with police when you return for unlocked phones with money, but that is risk we taking in that biz.
2. raise price for your customer - either he pay and getting unlocked phones or he not pay and sit on locked phones. well, he can always sell low volume pack to "small unlockers"
3. there is plenty of guys, who working totally for free with SEMC phones, collect bunch of them, promise them $10000 - and who knows, maybe SAKE will fall under brainstorm assault of freebegger's heroes...
4. became "small unlocker" and earn money. server statistics not show any decrease in daily statistics, so ...
5. erh, drop it. buy a pack of beer and enjoy - it is new year coming
