| Have you tried what Headmade says above? Change regional settings in control panel to UK or USA to see the normal error message.
I had also an error message in XP but downloaded COMDLG32.OCX and COMDLG32.dll and registered them with the command : REGSVR32 C:\WINDOWS\SYSTEM\COMDLG32.OCX
