You aren't 100% right, i will give you 2 examples how it works:
1) User A have cyclone box working from last 2 years. His registration date is before 1st December 2011. Means after SL3 Direct Release he will have 100% free and working standalone solution. No anny activation or fees, never.
2) User B bought his box 3rd december 2011. Delivered and registerd (activated) 5th December. SuperBB5 is not working - Activation NOT BEFORE 1st Dec 2011. Will need small activation fee (i.e. 150 credits, so still cheap).
