1. you can only downgrade the OS from 5.x to 4.x if you have the SHSH blobs saved
2. downgrading OS is only worthwhile if you had updated via a custom ipsw to preserve your pre iOS 5.0 baseband (1.59-4.10)
3. baseband 4.11.08 is not compatible with iOS 4.x
4. there is no way (via software) to downgrade your baseband
Depending upon your carrier, it may still be possible to carrier unlock your iPhone 4. see related thread here:
