I`m guessing its simply not factory unlocked. If it is, then mention here.
Try a gevey sim Ultra for 4s to unlock.
WHATEVER you do, do not update to 5.1. You can not restore later even with shsh saved.
Jailbreak using Absinthe after activate with gevey and enjoy.
If you are factory unlock, use any sim and connect to Itunes as mentioned by
