PERMANENT UNLOCK on that Particular Network SIMCARD... You will NEVER Need X-SIM anymore after initializing with that particular SIMCARD .. Meaning as long as you are using the same simcard you initialized with X-SIM it is permanently UNLOCKED and ACTIVATED to that network SIM card. Will Always work WITHOUT X-SIM inside.
But if you change that particular SIM card for example you buy a NEW SIM card then you will Need Rebel X-SIM to initialize then TAKE OUT and that SIM card is permanently Unlocked to that iPhone..
