you can still get it unlocked if you pay, something around 100 USD
1 to 3 days, max upto 5 working days (no charge if not done in time specified)
ofcourse if its free you could always wait forever , or new policy, bottom line they don't want to unlock unauthorised handsets, which 90% are!
