You may use PM to Repair SIMLOCK, if you had it as Backup.

Original RPLs/Backup RPLs contain SIMLOCK Data.

As SIMLOCK is also Security Data, it is bundled with RPL file. If you don't have Backup, and you need to Repair your phone, your provider, from whom you purchase RPL, will give SIMLOCK + NPC and other certificates in RPL.

There are 2 points, which ever you think is better:
1. If they give you SIMLOCK in PM format, they need to give you 2 files, 1 SIMLOCK PM, and 1 RPL with NPC and other Certificates.
2. If you write SIMLOCK as PM, phone can never tell you if SIMLOCK is good and accepted. It will be written as simple PM. But when a software writes SIMLOCK data to phone in RPL method, phone replies if SIMLOCK was good and accpeted.
Thats why you see in logs "Writing SIMLOCK... Accepted" or "Writing SIMLOCK... Error 0x0x" etc.

Also as Hari told, PM is just a Hierarchical View of what phone has in its NVM. Like you can find SIMLOCK data in PM120, SD and some other important data in PM308.
