I had exact the sam problem today. iPhone 5 locked to Telenor Norway was not working with any sim card just like I have mistyped the IMSI but the IMSI was 100% correct.
Strange, in three years I did not have an iPhone which I could not activate. I have tried all Norway carriers, more than 20 correct IMSI numbers and I could not activate.
It was tried on iPhone 5 on iOS 7.0 and 7.0.2
Does anyone know why is this?
