Strange, in three years I did not have an iPhone which I could not activate. I have tried all Norway carriers, more than 20 correct IMSI numbers and I could not activate.

BTW, the same was tested on iPhone 5 iOS 7.0 locked to EE UK and it was working on >128k sim cards.
