Try disabling antivirus software temporary while launching HCU. Make sure you are not trying to launch it from Virtual Windows Machine.

DC Phoenix for flash writing.
Erase restricted version is for qualcomm, why you need for Hisilicon?

this question have simple answer, is that:
for flash different cust number firmwares to phone.

Erase restricted version for qualcomm means - disable factory test version (disable factory test applications from main screen).
Different customization can be flashed with dc phoenix. Factory board sw may require write at first.
