Huawei Nova 3 PAR-LX9 network locked

i have some pcs huawei nova 3 par -lx9 with network locked... the phone now asking for NCK code for unlock... but HCU says that thi phone is not supported... the Security patch is 1 - november - 2018 ( i think .. this is old:confused:), android 8.1.0, sw version: 8.2.0.142(c212)

Its possible donwgrade it for unlock??? or all versions for PAR-LX9 is not supported yet
