iPhone 8 keeps resetting after bypass

All goes ok but after bypass phone starts for 1second, displays the logo and then restarts
Phone is ok hardware wise, if I flash it with clean iOS it boots and asks for user account.
Tried both 16.6 ramdisks

format the phone and repeat the process again and make sure it is boot 16.6
