I cannot activate Iphone X after restoration. Imei Ok, Baseband Ok


I bought an iphone x, which had been hit (or several) and broke the cover and the display. I put the display on and saw that the imei and the baseband were normal and the device was making calls normally.
After checking and testing it, I deactivated the old owner's icloud and then formatted the device. After restarting the device, it is no longer activated. It remains on the activation screen, but does not leave it. I tried to activate through 3utools, through itunes, via wi-fi and via 4g, but the device does not activate at all.
I installed IOS 14.3 and I still can't activate it.
All imei and baseband information is showing up normally.
The device was not jailbroken and is clean.
Could it be an NFC-related problem, since the cover is destroyed and the NFC antenna is also damaged?
