In some cases unlocking a phone with 4 locks closed is just easy as restoring it by partial unlocking, to do this you can use the flasher box by Dejan himself or you can use NU2000 1.15. But not all cases should be like this, unlocking 4 locks closed are a bit trickier.

Why? like others said it maybe an eeprom error. There are a lot of views and technical know how on reprogramming phone units especially nokia phones. Some units 4 closed because of upgrading like the Dejan 1.04. I know all of you have overcomed this. But just an info all are this are 98% working. The other 2%? ahh you know this, dont rely on solutions without further justification.
