How to tune the TX power for SAR


Hi all,
As you know, usually the GSM phone's maximum TX power is set around 32dB(cell band) and 29dB(pcs band).
i want to decrease the maximum Tx power about 1-2dB due to the SAR concern,
How can i tuning the TX power with Nokia BB5 phones? is there any tools we can do this?

pls help!
