Need advice on my V60t

HI,
I just bought a v60t phone from ebay

http://cgi.ebay.com/ws/eBayISAPI.dl...3016770927&rd=1

and in the description it says that it shows up a lost/stolen. Do you know anyway to flash/reset/fix/unlock this phone so that I can use it in my area? The phone is a US AT&T phone. I plan to use it with ROGERS AT&T CANADIAN carrier. When It is on, it does get a signal and it says "EXTENDED AREA", but when I make a call it tells me to call 611.

thanks
