Proper way to flash SLVR L7/6

Can someone tell the instruction to flash L7 / L6 with shx file? I have tried to use RDS 2.4, it always said "incapable chip, can't flash" all the time, even I insert the testpoint.

I know I insert the TP correctly, since there is no problem using smartmoto to flash the phone with smf file.

I need to use shx because I'd like to change the SLVR to chinese.

doesn't work

I tried to flash a language pack (LP0016 from MotoX) to an non-Cingular L7 using RSD 2.5, however around 11%, it said file corrupted. I have tried LP0015and some others: same happen.

Any trick to use RSD 2.5 to flash L7 language pack?
