can I change E700 to E708?
If so, any ROM for Downloader 3.3?
Will E700 be locked to non-Chinese Area? How to unlock?

not possible , e708 -chinese base different flash
have to do some modifications before flash
e700-phillips based flash
e708-unknown chinese flash

I just heard that E708 is the Chinese version of E700,

yes..E708 is fully chinese version about E700 u can upgrade it to have chinese manu only for now

I just upgrade it to E708 using E700 mobile. It hv Chinese menu and input. However, it cannot get any network. y?

I hv another one E700 that is upgraded in s/w to E708 by mobile repair shop. it is work 100%.
is it related to network lock?
