Post Help to repair old SAGEM

I have old Sagem (I don't know model).
It's find network and can recieve call,
but when I try to make a call, it's just beep, beep, beep, ....
I think this is not hardware problem.
This is not call barring or forwarding.
    But what is it?
    What is in menu Configure/Install/ProgKey?
    MemXXX, where XXX number?
    Maybe problem here?
    But how I can resolveit?
    Help me!

This menu is used for program keys under the display. memxxx means position of stored phone number on simcard.

If there's something in the menu like "hide or show " your identity , set it to show , some new sagem in some network can't make call when this feature is set to anonymous.
I'm not sure about old 7xx series , but you can try.
