Developer options as in Developer Settings? Or Internal Settings?

Developer Settings is put there normally by Xcode when you sign up for the $99 Developer Program so it is nothing special.

The guy just has a normal iPhone and he connected it to Xcode. Anyone who is a member of the iPhone developer program ($99) can do this.
