Do you know what has initially happened to this phone? There is a possibility that in was flashed with wrong firmware. Then restoring IMEI via patch may help. Perform Repair PDS, full flash and right after flashing apply IMEI patch (don't turn off or disconnect phone between these steps). The handset should turn ON. If it does, restore original number using Write button.

Best Regards

What model do you have exactly and what flash files have you used for flashing?
Are you sure that you have L71? If yes then flash this phone via Scout using this fw version: pcf\L7i_L7e\R452D_G_08.04.05R
