The flash memory chip is damaged or doesn't communicate with the processor. In this case the phone needs hardware repair. Connection between the chip and the PCB may be improved by the hot air. 2. Testpoint procedure was not performed properly -- just to make sure please, repeat the tp procedure. You can try to improve connection between Flash chip and the PCB of the phone by the hot air.
