i found Arabic flash file part #1 + part #2 V103 in support and i flash phone with v103 but phone dead
The original version of the phone V108 ,please upload Arabic flash file version 108 or higher

Phone can't be dead-simply keep Power ON button pressed for long time-sometimes is needed to keep it even more,than 60 seconds for first phone starting after flashing.I found only v106 with ARAB-it's highest possible version with this language.Will try now to write to my F2100 and if everything ok-will upload at supports.

You are right , now phone work by keep Power ON button pressed for long time
